Polish Briefing: Impact 2017 Congress has been launched. Morawiecki’s Responsible Development Plan

What goes in Poland o 1st of June.

Morawiecki’s Responsible Development Plan

“The economy is doing very well. Fourteen out of the most important economic indicators have recently improved. For the first time in the last 28 years we have more, by 3.5% optimists than pessimists. This is an achievement for a nation of malcontents,” assessed Vice Prime Minister Mateusz Morawiecki.

During a government meeting, Morawiecki presented a report on the implementation of the Responsible Development Plan. Morawiecki was satisfied with the implementation pace because the results can be seen with “a naked eye”. “Fourteen out of the most important economic indicators have recently improved,” said the Vice-Prime Minister. He also explained that the Law and Justice Party was talking to its partners in the government and in the Social Dialogue Council to convert the remaining funds from OFE (open retirement funds) into “savings nucleus”.

He also pointed that it was apparent that unemployment was decreasing due to new foreign and local investments. “In special economic zones 60% of investors are Polish and 40% are foreign, the number of investments increased by 90%, dozens of thousands of jobs were created in the economic zones alone,” he said.

Morawiecki stressed that for him, economic indicators were not an end in itself, the end was to improve the lives of Polish families and the quality of our economic growth. In his opinion during the last 18 months the quality of Poland’s economic policy has changed if judged through the lens of jobs, salaries, apartments, or families.

Bochenek on news that Poland may lose its EU structural funds: it’s nonsense

“The financial framework is unanimously established by the EU states, there is no connection to the talks Poland is having with the European Commission with relation to the alleged rule of law infringement procedure”, explained Rafał Bochenek, the government’s spokesman on Wednesday.

On the Wednesday’s briefing the spokesman was asked to comment on the unofficial news published by, among others, the Politico portal, which informed it acquired an official document of Germany’s government on the future EU budget. The document allegedly says that Berlin wants to examine ” “whether receipt of EU cohesion funds can be linked to compliance with fundamental principles of the rule of law”. The portal pointed out that Poland could be impacted with the possible consequences, because of its conflict with the European Commission over the rule of law issues.

“Der Spiegel” also reported on Tuesday in its internet edition that the German government was analyzing whether the EU can base its decision to pay out structural funds on whether the recipient follows the rule of law. The editorial office cited a document from the German ministry of economy.

“Obviously this is nonsense. First of all, at the moment there is no official position of the European Commission on this matter. When it comes to budgetary issues, this is something completely different. The budget, the financial framework will be negotiated in a few months, the conceptual work will start soon, when it comes to the EU and its budget,” explained Bochenek to the journalists at the Sejm.

GDP is increasing

The Central Statistical Office of Poland has slightly increased the GDP stats for the first quarter of 2017. The report, which was published today revealed the structure of the GDP dynamic and showed that the growth was caused by consumption.

GDP’s seasonally adjusted annual dynamics was 4.2%, not 4.1%, as it was estimated two weeks ago. A quarter ago, the GDP dynamic was 1.7% quarter to quarter and 2.9% year on year. Seasonally unadjusted GDP increased in the first quarter of 2017 by 4% year on year.
