An agreement between Poland and the United States on cooperation for the implementation of the nuclear energy program has been published. It includes a plan to transfer technology and financial support from the USA to the Polish Nuclear Power Program.
„Poland wants its planned Program (Polish Nuclear Power Program – ed.) to achieve the highest modern standards of nuclear safety, security, efficiency and non-proliferation, and wishes to use the extensive knowledge and experience of experts from the United States government, regulatory authorities, and the nuclear industry and national research centers in achieving this goal. The United States, as a world leader in civil nuclear energy, is able to ensure the highest standards and industry best practices for civil nuclear energy projects,” the document reads. „The Parties wish, in pursuit of a long-term alliance and strategic partnership, that the Program offers a safe, reliable source of energy, not subject to manipulation or interference by unfavorable states.”
The signatories of the deal want to cooperate in such areas as consultations, exchange of expert and technical knowledge, identification of potential financing and commercial structures, development of Polish nuclear regulations, organization of workshops and conferences, promotion of civil nuclear energy in the European Union.
Poland and the USA are to jointly support the activities carried out by the special purpose vehicle that will construct the nuclear power plant, which include: to develop, construct and finance the first reactor, which is to be launched in 2033, develop a quality management system for nuclear power plants, handle maintenance and decommissioning of such facilities together with waste, provide technical support and training, optimize the national contribution to the supply chain and incorporate intellectual property into the target company, as part of the industrial development initiative for the program and additional European cooperation and commercial development.
