New provisions from Nord Stream 2 extended sanctions project might save Germans. Construction too?

National Defence Authorisation Act for 2021 Fiscal Year was presented on U.S. Congress wepage after an intervention from House of Representatives. It includes possibility of vaiwer and exemptions from Nord Stream 2 extended sanctions included in this bill which may save German institutions. There is also a possibility that those vaiwers and exemptions might allow for Nord Stream 2 to be finished.

House of Representatives added a possibility of vaiwer for administrations and government agencies in European Union, EU member states, Norway, Switzerland and United Kingdom. There is also a possibility to give a vaiwer to an governmental institiution which is not a business enterprise. It is not clear if it will be possible to give such a vaiwer to an entity like Mecklemburg-Vorpommern land climate fund described by German newspaper Bild which might become an intermediate between German companies and Nord Stream 2 and make the construction possible in spite of the sanctions in place. New bill includes a requirement of consulting abovementioned governments before the new sanctions are imposed.

Poland and U.S. are actively opposing Nord Stream 2 project. Polish Prime Minister Mateusz Morawiecki appealed to Washington for it to sanction this enterprise.
