Poland wants a new EU energy modernization fund

The Polish delegation to the Council of the European Union will propose changes to the EU ETS emissions trading system on Friday. According to CarbonPulse, Poland is to propose the creation of a new “energy solidarity fund” from revenues from emissions trading and an alternative, free allocation of EU allowances.

On Friday, October 23, the European Union Council on the environment will be held. During it – according to the schedule – the ministers responsible for climate and energy will discuss the European climate law. The talks are to allow for a partial negotiating position of the Council, waiting for the decision of the European Council on the updated EU climate target for 2030.

The Council intends to adopt conclusions on biodiversity during the afternoon public session. The conclusions will set out policy guidelines for implementing the EU’s 2030 Biodiversity Strategy.

In the point “Any other business”, the Polish delegation will present a proposal to improve the EU emissions trading system, supporting the transformation towards climate neutrality in the EU. According to the ministerial document reached by the website, the Polish side is to propose the creation of a new “energy solidarity fund” from the revenues of the EU ETS emissions trading system and alternative free allocation of EU allowances as part of next year’s planned legal changes regarding the carbon dioxide trading market in the EU.
