Żaryn: Russia uses stimulated migration in a hybrid war against the West

Russians are deliberately using foreigners to weaken Western countries. The operation to destabilize Europe has been repeatedly discussed by Russian military experts and strategists. The conclusions are unequivocal – stimulated migration is an element of a hybrid war against the West – writes Stanisław Żaryn, Government Plenipotentiary for Security of Information Space.

A hybrid operation has been underway against Poland, in which Belarus and Russia use a migration route. From the very beginning, these actions have been coordinated, systematic and led by the state institutions of Belarus and Russia.

The adequate response of the Government of the Republic of Poland made it possible to stop the illegal migration route on our border with Belarus. The authors of this operation failed to destabilize Poland and Europe with a wave of migration.

However, they were able to stage propaganda– to this day Poland is under attack based on the operation launched on 2021. Poland’s proportional response to the threat is used to attack the country.

The attack on Poland, that has been in full swing since 2021, shows the scale of the challenges and threats facing all of Europe. These threats are indeed very challenging, as they are not obvious and the ability to combat them depends on adequately identifying the aggressor’s real actions.

It was obvious to Poland that we were dealing not with a natural migration movement, but a deliberate hybrid operation conducted by a foreign state. The Kremlin had used the mechanism of forced migration engineering in the past.

As Michał Wojnowski wrote in the Internal Security Agency magazine, Moscow used the mechanisms of stimulated migration to attack the US in the 1980s and Finland in 2015. The migration route through Belarus is also a Russia-led operation.

This is clearly visible in publicly available material and studies, e.g. the research published by a Russian think tank called Center for Dynamic Conservatism (currently Institute for Dynamic Conservatism that is part of the Izborsky Club).

In 2007, the Center published a set of recommendations for the Russian government. The paper was titled  „The Russian Idea” and says that Russia, in order to weaken the West, should stimulate the migration process, because it is dangerous for the West.

According to the authors „Western society is the least adapted to real mobilization and least resistant to a terrorist war.” Therefore, as Kremlin experts suggest, this should be used against the West.

„One can flood their cities with professional intelligence officers and terrorists from Eurasia and wage a well-coordinated, fierce war of terror against the West,” experts from the Russian Center suggest.

And add that „it is easier to use terrorist technologies in the EU and America than anywhere else. This is possible thanks to the influx of Arab and Turkish immigration into the EU and the long-standing ethno-cultural diversity of the United States.”

The Russian military doctrine involves the use of active means (another name for „non-military means” or hybrid methods) to attack the West. To really neutralize such attacks, it is necessary to understand the nature of Russia’s actions.

The Polish government has realistically assessed the risks arising from the hybrid operation launched in 2021. Unfortunately, to this day, some people do not understand how treacherous Russian actions against Europe can be.
