The National Agency for Energy Security to be established in May 2023

Deputy Prime Minister Jacek Sasin expects that the National Agency for Energy Security (NABE) will be established in mid-May 2023.

“In the coming weeks – by mid – May (…) we can say that formally the NABE will be established,” said Deputy Prime Minister Jacek Sasin during the European Economic Congress in Katowice.

NABE is to operate as a holding company that will be established around PGE Górnictwo i Energetyka Konwencjonalna. The Agency will take over coal assets from four state-owned companies: PGE, Tauron, Enea and Energa.

All nuclear investments will cost PLN 1 trillion

“The implementation of all investments in nuclear energy, necessary to make the energy transition in Poland, will cost about PLN 1 trillion. These are huge, astronomical amounts,” Jacek Sasin, Deputy Prime Minister and Minister of State Assets, said.

“We are not able to quickly obtain and spend such amounts, which is why the energy transition in Poland must proceed in a reasonable, time – distributed manner,” he added.

In his opinion, the energy transition “should proceed in an orderly manner and at a pace that allows for an uninterrupted transition from one source to another, the uninterrupted implementation of investments that are necessary for this transformation to occur.”

He recalled that the energy mix should be based on two pillars: on renewable energy sources on the one hand and on nuclear energy.

The government adopted a draft amendment to protect deposits in Poland

The Government Information Centre (CIR) reported that the draft amendment to the geological and mining law has been adopted. Its purpose is to protect mineral deposits in Poland and improve the work of agencies that supervise mining, among others.

“The project implements the state’s raw materials policy by ensuring adequate protection of mineral deposits in Poland. The new rules will also improve the work of agencies that supervise mining and will reform the State Geological Service,” CIR said.

The draft provides for the introduction of a definition of a “strategic deposit”, which, due to its importance for the economy or security of the country, will be subject to special legal protection. In addition, the process of recognizing the deposit as strategic will be regulated – its recognition will take place on the basis of the decision of the Minister of Climate and Environment.

The CIR states that instruments will be introduced to ensure greater efficiency in the disclosure of mineral deposits in planning documents and will allow the operation of underground carbon dioxide storage (CCS), to a wider extent than currently.

Moreover, the existing rules for underground, tankless storage of substances will be adapted to store hydrogen, and it will be possible to reconstruct decommissioned drilling holes, made in the past for the purpose of searching, identifying or extracting minerals, in order to use the heat of the Earth, the statement went on.

PEP2040 energy strategy update waiting in line

The energy strategy update is still waiting in line for the governmen to debate it. Today, three bills initiated by the Climate Ministry were discussed, the head of which assures that the update will also be on the docket.

The government met on April 25 to discuss a number of draft laws. Among them were three proposed by the Ministry of Climate and Environment: geological and mining law, regulations on large-scale degraded areas and on renewable energy sources. The government has not taken up the updating of Poland’s Energy Policy Until 2040, aka energy strategy. It is to be done through a government resolution.

“There are at least five legal acts prepared by our ministry that need to be adopted. However, we did not receive any written comments on PEP2040 from other ministries, and it was adopted without comments at the Economic Committee. This document requires several more interdepartmental meetings and a long discussion in the Council of Ministers. This is a difficult matter,” said the minister of climate and environment of the Republic of Poland Anna Moskwa in an interview with BiznesAlert.pl.
