The installation port for offshore wind farms to be built in Gdańsk, not Gdynia

“On February 11, 2022, the Minister of State Assets applied to the Minister of Infrastructure to amend the Resolution of the Council of Ministers No. 104/2021 of July 30, 2021 on the installation terminal for offshore wind farms, aimed at recognizing the Port of Gdańsk as the location of the terminal installation, which is to be built on a new date – that is, by June 1, 2025,” we read on the government’s website.

“As indicated by the Minister of State Assets, the justification for the motion to amend the resolution are the arrangements made by the companies under the ownership supervision of the Minister of State Assets, responsible for the implementation of over 60% of offshore wind investments planned in Poland, i.e. PGE Polska Grupa Energetyczna S.A. and PKN ORLEN S.A., their subsidiaries and indirectly supervised by the Chancellery of the Prime Minister, as to the selection of the external port in Gdańsk as a port that meets all the criteria of industry investors and allows for the timely implementation of the first phase of development of the offshore wind energy sector in Poland. In connection with the above, it was necessary to amend the resolution of the Council of Ministers in order to implement the provisions of the above-mentioned agreements,” we read on the website of the Chancellery of the Prime Minister.

NABE will need additional financial support

The document on the basis of which the National Energy Security Agency is to be established was positively recommended by the Economic Committee of the Council of Ministers and the Standing Committee of the Council of Ministers. The next stage of the coal assets separation project is the Council of Ministers. According to financial analysts, NABE will need additional financial support after 2025.

The NABE project is a government project developed by the Ministry of State Assets. At the moment, no special acts are necessary for the project, but as the situation develops and the transfer of energy group companies and assets to NABE progress, it may become necessary to introduce specific acts. Most likely, it will be advisable to use the model of the mining sector to prepare an appropriate social contract, which will involve obtaining a subsidy, and thus an application for notification of such aid should be submitted to the European Commission.

According to analysts, the due diligence process should be carried out as soon as possible. An obstacle to the merger of coal generating units may be a very high concentration of generation assets in one entity. Enea and PGE informed that they plan to issue shares, which may also delay the process of establishing NABE.
