Politico: Poland’s tactic for ETS negotiations

Poland shared suggestions this week on the most thorny issue in talks to finalize the Emissions Trading System (ETS) reform, ahead of the next trilogue negotiations on November 8 – we read in „Politico”.

According to the web publication, the bottom line for coal-reliant Poland is to have more money to upgrade its energy system. That would mean boosting the market’s Modernization Fund, created to help the EU’s 10 poorest countries clean up their energy markets. In an email with suggestions sent to environment attachés on Monday, an environment ministry official said the “key issue for Poland is to increase the Modernization Fund by at least [an] additional 1 percent.” The country’s negotiating tactic suggests that success on that front would make it easier for Poland to support other reforms under negotiation – we read in the communique.
